Strategic Planning Consultant - Request for Proposals

About the Role

CreativeHub 1352 is seeking proposals from experienced consultants to design and facilitate a participatory strategic planning process and lead staff to create a 3-year strategic plan for the organization. In this process, the consultant will be engaging with the staff, Board of Directors, donors, affiliate organizations, and other stakeholders from the communities with which we work.

Previous Strategic Planning
CreativeHub 1352’s previous Strategic Plan 2022 to 2024 focused on the wants and needs of Mississauga residents and visitors, in response to the future growth of arts, heritage, and environmental initiatives in Mississauga. Its focus areas enabled us to foster a strong brand identity, outstanding programs, community support and engagement, diverse sources of funding, and build a strong organization. Enabling CreativeHub 1352 to adapt from the challenges of COVID-19, our 2022-2024 Strategic Plan guided us in harnessing the momentum we have built over the last decade, building new opportunities for long-term
growth and success.

Responsibilities

Scope of Work

The consultant(s) will work in close collaboration with lead staff, Board Members, volunteers, partners, and stakeholders, to design, develop and facilitate a participatory and inclusive process for strategic planning, ultimately resulting in a written strategic plan for the next 3 years. The plan should be developed over a maximum of 4 months.


This process should serve as an opportunity to critically review and refresh CreativeHub 1352’s 2022-2024 Strategic Plan, reviewing practices, objectives, and strengthening mechanisms to hold the organization accountable to its values and principles. It should include goals and objectives that build on current and prior work and are consistent with the current and potential capacity of the organization.


Project Deliverables

I. Phase 1: Pre-planning in preparation for strategic planning process and sessions:

A. Review of the Hub’s history including program, business and strategic plans to date;

B. Analysis of the organization’s capacity including strengths, challenges and opportunities;

C. Outline of consultative and engagement process (interviews, surveys, online meetings) to receive Board, volunteer, stakeholder and community input;

D. Workplan outlining planning process, budget and timelines;

E. Benchmarks for strategic planning from similar cultural and/or environmental organizations;

F. Development of shared vision and framework for Strategic Plan.


II. Phase 2: Development of 3-year Strategic Plan using information from Phase 1:

A. Executive summary;

B. Comprehensive multi-year Strategic Plan outlining identified priorities:

1. Shared Vision, Mission, Philosophy and Principles;

2. Strategies, Goals, Objectives, Deliverables, Tactics, Outcomes and Evaluation Measures;

3. Roles outlining who will be involved for various assignments and deliverables in implementing the Plan including lines of communication and accountability;

4. Workplan;

5. Resource development strategies;

C. Ensuring alignment of the following documents with the new Strategic Plan:

1. Program Plan;

2. Annual Fundraising Plan;

3. Financial Plan;

4. Marketing & Communication Plan


Proposal Content

Proposals must include the following:


I. Submission Letter of Introduction including an executive summary that demonstrates an understanding of the assignment;


II. Consultant(s) Profile outlining experience and qualifications;


III. General Information including consultant(s)’ name, title, address, telephone number, and email address. If more than one (1) consultant is to be involved the proposal should indicate who will serve as the “point” person for the purposes of this RFP and engagement.


IV. Work Plan outlining a detailed description of the activities to be conducted by the consultant in order to complete the requested scope of work, including:

A. Specific activities to be conducted at each phase;

B. A timeline for the activities at each phase;

C. Milestones and deliverables tied to those activities;

D. A detailed budget for each phase, along with a proposed payment schedule tied to project milestones and/or deliverables.


V. References The proposal should include two (2) references of individuals who can speak to their experience with the consultant in conducting projects of similar scope. Information regarding each reference should include the individual’s name, address, telephone number, and email address.


VI. Previous Work Product The proposal should include at least two examples of written works similar to the scope of work requested within this RFP.

Requirements

  • In-depth experience developing, designing, and implementing comprehensive strategic plans;

  • Proven track record in facilitating communication and collaboration with non-profit organizations and their various partners, stakeholders, and volunteers in the planning process;

  • Excellent project management skills;

  • Demonstrated understanding of organizational development and effectiveness in matching the Hub’s planning capacity with realistic outcomes;

  • Previous experience developing Strategic Plans for non-profit organizations with cultural and/or environmental mandates.

Hours

The assignment is expected to start in May, 2024 and the project deliverables are expected by the end of August, 2024. This is a remote-based assignment with the possibility of in-person community consultation at the Small Arms Inspection Building in Mississauga, Ontario. However, we expect the consultant(s) to maximize the use of virtual technology to support the project goals.

Salary

The budget for the assignment for the Strategic Planning Consultant should be no more than ten-thousand dollars ($10,000), inclusive of all costs and taxes. An additional budget of three-thousand dollars ($3,000) will cover public consultation and engagement expenses.

CreativeHub 1352, previously Small Arms Society, is a non-profit, charitable, community-driven organization which exists for the advancement of Mississauga’s community cultural development through the arts, heritage, and environmental sciences. Working with community partners, CreativeHub 1352 fosters year-round creative multidisciplinary programming for the benefit of the Mississauga community. Through collaboration with the City of Mississauga, we are a key stakeholder in the reuse and programming of the Small Arms Inspection Building (“SAIB”) as a creative hub.
